Andrew Manar Named Senior Advisor for Public-Private Partnerships

Washington, DC, January 4, 2012 – The Horinko Group is pleased to announce the appointment of Andrew Manar to the newly created position of Senior Advisor for Public-Private Partnerships.

Today’s challenges in water and energy require collaboration and efficient resource leveraging involving all levels of government, key actors in the private sector, and the American people. In his role as Senior Advisor, Mr. Manar will enhance The Horinko Group’s capacity to support water and energy sector clientele with a seasoned grasp of the day-to-day operations of local and state government, while identifying opportunities and navigating challenges in forging public-private partnerships involving state and local programs.

Prior to joining The Horinko Group, Mr. Manar served ten years in the Office of the Illinois State Senate President under two different Senate Presidents. During his tenure, he served most recently as Chief of Staff and prior to that as Director of Policy and Budget and Assistant Director of Appropriations. He is credited with working transparently and effectively across partisan lines, working closely with members of a diverse caucus with a proven knowledge of the state budget. He also served seven years as an Illinois County Board Chairman, stewarding Macoupin County, historically an agricultural and mining region in downstate Illinois, through a difficult budget crisis driven by the closure of two large mines. He began his time in public service as an alderman for the small southern Illinois community of Bunker Hill, later elected as the community’s Mayor at the age of twenty-five.

McGinnis adds, “Andy will be a terrific asset to our team. He will help us communicate our ideas and our clients’ vision at the state and community level at a time when collaborative resource leveraging across all level of governments, while interfacing with the private sector, will prove crucial to securing our water and energy future. He will strengthen our understanding of the challenges of revitalizing rural communities, especially in the Midwest along the Mississippi River corridor.”

Mr. Manar graduated from Southern Illinois University at Edwardsville with a degree in History and Political Science. He continues to reside in Bunker Hill, Illinois with his wife and three children.
